Vaughn states that his said son "neglected to make a return to the Tax Collector, in the time prescribed by Law, in consequence of which failure, he was double Taxed on his Negroes remaining in this state &amp; on his Land &amp; treble taxed on the Twelve Negroes removed to the Western Country."
